The complexity and inconsistencies of public policies

Abstract

European rural policies are underpinned by the principles of subsidiarity, rule of law and sustainability. The current policy framework lacks coordination, coherence, and integration, resulting in policy fragmentation. Silvo-pastoral multi-functional systems are especially vulnerable to policy fragmentation, demanding integrated planning and management. In this chapter, we comparatively characterize the policy frameworks affecting silvo-pastoral systems in Alentejo (Portugal) and Andalucía (Spain). Our findings question the efficiency of current spatial planning approaches for agro-forestry, arguing for more pro-active territorial policies, including a CAP that is better aligned across multiple policy goals, both vertically and horizontally, and a focus on enhancing policy coordination, cohesiveness and integration.
