O sistema africano de protecção dos direitos humanos e a sua garantia em Angola

Abstract

Este trabalho visa analisar a protecção dos direitos humanos e a sua garantia em Angola, e avaliar a capacidade da União Africana (UA) em fazer respeitar os princípios definidos na Carta Africana dos Direitos Humanos e dos Povos (CADHP). Para enquadrar o desenvolvimento do tema, é feito um resumo descritivo de um conjunto de conceitos relativos aos direitos humanos, assim como um historial comentado da evolução dos direitos humanos em África e uma análise das principais características da CADHP. O núcleo do trabalho inclui a análise da garantia dos direitos humanos em Angola, a avaliação da capacidade da UA fazer respeitar esses direitos, a colocação de hipóteses acerca da forma como a UA poderia fiscalizar e fazer cumprir os princípios constantes da CADHP, e enuncia estratégias que poderão ser adoptadas pela UA, em colaboração com organizações como UE e ONU, para reforçar a promoção e protecção dos direitos humanos; THE AFRICAN SYSTEM OF HUMAN RIGHTS PROTECTION AND ITS GUARANTEE IN ANGOLA ### Abstract This work aims to analyse the protection of human rights and its guarantee in Angola, and assess the capacity of the African Union (AU) in enforcing the principles set out in the African Charter on human and Peoples' Rights (ACHPR). To frame the development of the theme, is made a descriptive summary of a set of concepts relating to human rights, as well as an annotated historical evolution of human rights in Africa and an analysis of the main characteristics of the ACHPR. The core of the work includes the analysis of the guarantee of human rights in Angola, the assessment of the capacity of the AU to enforce these rights, the placement of hypotheses about how the AU could oversee and enforce the principles contained in the ACHPR and sets out strategies that could be adopted by the AU, in collaboration with organizations such as EU and UN to strengthen the promotion and protection of human rights.
