As relações União Europeia-Rússsia e a questão da segurança energética: uma abordagem baseada na análise SWOT

Abstract

As crises energéticas entre a Rússia e a Ucrânia vieram expor as fragilidades da União Europeia (UE) em termos energéticos e reforçar a ideia de que esta necessita de garantir a sua segurança energética. Actualmente a Rússia constitui o principal fornecedor de combustíveis fósseis da UE. Assim, relações UE-Rússia estáveis constituem um elemento fundamental na segurança energética da UE. No entanto, as relações entre a Rússia e o Ocidente atravessam actualmente uma das piores fases desde o fim da Guerra Fria Toma-se portanto imperativo reflectir sobre os factores que tendem a travar ou impulsionar o relacionamento UE-Rússia. Neste âmbito, a presente dissertação tem por objectivo estudar as complexas relações UE-Rússia no contexto da segurança energética da UE, através de uma análise SWOT. Linhas de orientação estratégicas apropriadas para o estabelecimento de uma relação de interdependência entre os dois parceiros com vista a reforçar a segurança energética da União são apresentadas. ABSTRACT; The energetic crisis between Russia and Ukraine exposed the European Union's (EU) fragility in terms of energy, and reinforced the idea that the latter needs to guarantee its energy security. Russia is currently the EU's main supplier of fossil fuels. Therefore, stable relationships between the EU and Russia are fundamental when it comes to the EU's energetic security. However, the relationships between Russia and the West are currently experiencing one of their worst stages since the end of the Cold War. lt is therefore necessary to reflect upon the factors which tend to stop or stimulate the EU-Russia relationship. Within this framework, the main objective of this dissertation is to analyse the complex relationship EU-Russia in the context of the energy security using a SWOT analysis. Strategic guidelines, appropriate to bringing the EU closer to Russia with the purpose of reinforcing the EU's energy security, are shown here.
