A habitação popular urbana em Setúbal no primeiro terço do século XX

Abstract

Este artigo analisa a evolução da construção urbana em Setúbal durante um período de rápida industrialização e de crise (1910-1940). A partir dos processos de obras particulares submetidos ao município foi possível não apenas descrever esse ciclo de crescimento que marcou a transformação do espaço urbano (expansão para fora do velho centro histórico e aparecimento de novos bairros) como também identificar a emergência de novos tipos habitacionais destinado ao alojamento das classes populares. O novo tipo de habitação popular urbana distingue-se da habitação anterior e da existente no meio rural envolvente pelo facto de obedecer às regras de construção ditadas por princípios higienistas estabelecidos nos princípios do século XX. A racionalização da utilização do espaço em conjuntos maiores degenerativos de um padrão comum (renques de casas e vilas) associou-se à utilização de materiais de construção pobres e baratos. A sobre-ocupação das habitações e a sua falta de qualidade constituiu um problema que atravessou o período republicano.

This article (in Portuguese) analyzes the evolution of the urban construction in Setúbal, during the period of fast industrialization and crisis (1910-1940). Having the municipal records that allowed individuals to built new houses, new buildings and infrastructures, we describe that cycle of growth of the city that transformed the old urban environment. New neighborhoods and types of houses were built to accommodate industrial workers. The new type of popular buildings distinguished from the rural and old types of buildings because they had to follow the new legislation inspired by the new scientific principles of the public health. The second characteristic was the rationalization of the living space in the houses, using industrial materials. The problem of overpopulation of this neighborhoods and housing conditions remained a social problem during the I Republic.
