Modelos de cooperação bilateral entre Portugal e Timor-Leste: o caso do ensino superior

Abstract

Existe um reconhecimento que uma maior eficácia da ajuda ao desenvolvimento pode ser conseguida através de uma maior coordenação de políticos, de políticas, de procedimentos e da complementaridade entre programas de ajuda. O objectivo desta dissertação foi analisar em geral a cooperação bilateral entre Portugal e Timor-Leste e em particular a cooperação no sector da educação e do ensino superior. Os dados utilizados foram entrevistas semi-estruturadas a membros da UNTL e os dados secundários disponíveis sobre a cooperação. Os resultados mostram que a cooperação de Portugal com Timor-Leste foi uma prioridade da ajuda portuguesa ao desenvolvimento. Nesta ajuda, o sector da educação tem vindo a ganhar peso ao longo do tempo. A cooperação no ensino superior veiculada pela FUP, na opinião dos docentes da UNTL, embora positiva, foi marcada pela pouca participação ou envolvimento dos departamentos e docentes da UNTL; ABSTRACT: There is recognition that greater effectiveness of development aid can be achieved through greater coordination of politicians, policy, procedures and complementarity between aid programs. The goal of this thesis was to analyze the overall bilateral cooperation between Portugal and East Timor and in particular the cooperation in education and higher education. The data used were semi-structured interviews for members of UNTL and the secondary data available on cooperation. The results show that cooperation between Portugal and Timor-Leste was a priority to Portuguese development aid. In this aid, the education sector has been gaining weight over time. Cooperation in higher education conveyed by FUP, in the opinion of the teachers of UNTL, although positive, was marked by low participation or involvement of departments and teachers from UNTL.
