A evolução da produtividade nos serviços de finanças

Abstract

Há anos que assistimos a tentativas de "emagrecer" o Estado. É necessário investigar a origem das eficiências ou ineficiências. A identificação das "boas práticas" responsáveis pelo aumento de produtividade e a respectiva aplicação a serviços menos eficientes é vital para o crescimento da eficiência no sector público e em particular nos Serviços de Finanças. A medida da produtividade total dos factores através do índice de Malmquist é a abordagem utilizada neste trabalho de investigação. Este trabalho determinou que a produtividade nos Serviços de Finanças do território continental cresceu em média 3,7% no período de 2001 a 2007. Permitiu igualmente determinar que existe um excesso de capacidade instalada na generalidade daqueles serviços; ABSTRACT: There are years that we attended attempts of "making thin" the State. lt is necessary to investigate the origin of the efficiencies or inefficiencies. The identification of the "good responsible practices" for the productivity increase and the respective application to less efficient services is vital for the growth of the efficiency in the public sector and in matter in the Tax Services. The measure of the total factor productivity through the index of Malmquist is the approaches used in this research work. This work determines that the productivity in the Services of Finances of the continental territory increased 3,7% on average in the period from 2001 to 2007. He allowed also to determine that exists an extra capacity in the most of those services.
