O aeroporto civil de Beja - da génese aos contributos para uma análise prospetiva em 2020

Abstract

A problemática, em torno das incertezas e controvérsias, entre os atores sociais ligados ao Aeroporto Civil de Beja, agudizou-se, no último ano, de tal modo que o futuro desta infraestrutura é, no presente, mais do que nunca, uma incógnita. Perante este caso particular de investimento público, cuja concretização poderia contribuir para o desenvolvimento sustentável, numa região deprimida e fragilizada do interior, caso a referida infraestrutura fosse capaz de, uma vez construída, gerar consensos, eis que passados dois anos sobre a sua construção, as incongruências intensificam-se, na atualidade, e este aeroporto assume-se como “um grande problema nacional”. Este estudo apresenta quatro desafios estratégicos para o Aeroporto Civil de Beja, num horizonte temporal de 10 anos, utilizando os fundamentos e instrumentos subjacentes à prospetiva de Michel Godet. Associa-se à reflexão conceptual em torno da incerteza e planeamento, a dimensão, eminentemente, sociológica da dinâmica de atores, fazendo sobressair o seu papel, enquanto agentes construtores desse futuro, que neste caso, como noutros, pode e deve ser partilhado; ABSTRACT: The issue around the uncertainty and controversy among the social actors connected to the Civil Beja Airport has became sharpened, in the last year, in such a way that the future of this infrastructure has presently, more than ever, became unknown. Given this particular case of public investment, whose achievement could contribute for the sustainable development in a depressed and weakened hinterland region, in case this infrastructure was able to generate agreement after being built, behold, after two years from its construction, incongruities intensified nowadays, and this airport is assumed as "a great national issue.” This study presents four strategic challenges for the Civil Beja Airport within a ten year timeframe, using the prospective fundamentals and instruments of Michel Godet. It is associated with conceptual reflection around the uncertainty and planning, the eminently sociological dynamics of the actors, emphasizing their role as builder agents of that future, who, in this case as in others, can and should be shared.
