Inovação empresarial no Alentejo ao abrigo do QREN 2007-2013: análise sectorial

Abstract

O presente trabalho pretende estudar o papel das políticas públicas mediante incentivos financeiros via QREN 2007-2013 na inovação empresarial e na criação de emprego líquido na região Alentejo. Apresentam-se os resultados sob a perspectiva macroeconómica (regional) e a perspectiva empresarial. Conclui-se que na região predominaram os investimentos com inovação de produto e organizacional, que correspondem à tipologia que gera maior crescimento do emprego, porém apenas o segundo tipo de investimento consegue gerar melhorias importantes na produtividade. Do ponto de vista empresarial verificou-se um reforço da rendibilidade das empresas promotoras. É ainda diferenciada a performance das empresas dos sectores secundário (indústria) e terciário (serviços) verificando-se que os projetos de investimento com inovação organizacional têm maior efeito no sector terciário e que os investimentos com inovações de produto e de processo aparentam ser mais eficazes na promoção da competitividade no sector secundário. This paper aims to study the role of public policies through financial incentives via NSRF 2007-2013 in business innovation and the creation of net employment in the Alentejo region. Results are presented from the macroeconomic perspective (regional) and the business perspective. We conclude that prevailed in the region investments in product innovation and organization, corresponding to the type that generates higher employment growth, but only the second type of investment can generate significant improvements in productivity. From a business point of view there was an increase in profitability of the promoting companies. It is also differentiated the performance of companies in the secondary sector (industry) and tertiary (services) verifying that the investment projects with organizational innovation have a greater effect on the services sector and investment with product and process innovations appear to be more effective promoting competitiveness in the secondary sector.
