The public lanscape evaluation as a tool for improving urban landscape intervention challenges and constraints

Abstract

A estrutura verde urbana é fundamental para estabelecer espaços urbanos de qualidade. A definição de políticas de Ordenamento do Território tem obrigatoriamente de considerar a valorização da estrutura verde urbana. Com este trabalho, baseado num caso de estudo, pretende-se refletir e testar metodologias que permitam envolver o público em geral na avaliação da perceção sobre as diferentes tipologias de estrutura, retirando o ónus exclusivamente de visões técnicas de peritos, visando assim a recolha de informação útil a quem define políticas de Ordenamento do Território. Foram efetuados inquéritos à população da Lousã avaliando a perceção sobre fotografias representativas das tipologias de estrutura verde identificadas. Foram detetados os pontos forte e pontos fracos de todos os contextos em análise, que possibilitam a reflexão do poder público, no sentido de salvaguardar esta estrutura. Foi feita a reflexão de como pode ser esta informação útil em contexto de Ordenamento do Território; The public Landscape evaluation as a tool for improving public participation on Landscape planning: challenges and constraints ABSTRACT: Green urban infrastructure is extremely important to improve the quality urban spaces. Thus, the definition of land planning policies must necessarily consider the valuation of this green structure. This thesis, based on a case study, intends to reflect and test methodologies that allow the participation of the general public to be in the evaluation of their perception about different typologies of green infrastructure, removing the burden exclusively from expert technical visions, aiming at the collection of useful information to those who define land planning policies. Surveys were carried out in the population of Lousã, evaluating their perception based on representative photographs of the identified green structure typologies. The strengths and weaknesses of all contexts under analysis were detected, which allow a reflection of the public institutions, in the sense of safeguarding this structure. A consideration was made on how this information can be useful in the context of Spatial Planning.
