Étude du projet laitier pilote (Soglelait) de Ngadoundere: entre dévellopment local et valorization du patrimoine (1990-2002)

Abstract

Ce travail explore les mécanismes de production et transformation du lait à travers l’étude du Projet Laitier Pilote (PLP), examine dans quelle mesure ils participent au développement local dans la région de l’Adamaoua et propose une valorisation de son patrimoine. De manière concrète, il analyse le processus de mise en œuvre de l'industrialisation du secteur laitier dans l’Adamaoua dans les années 1990 influencé par la mise en œuvre des Programmes d’Ajustement Structurel (PAS). Il examine également les possibilités de développement local à travers les activités menées dans ce secteur malgré la fermeture de cette entreprise en 2002. C'est pourquoi nous avons passé en revu son impact dans différents domaines, car le PLP a non seulement réussi à transformer le paysage laitier de la région, mais il a aussi permis la création de centaines de coopératives de producteurs de lait dans la région. Au vu de ce qui a été réalisé en termes de bâtiments ou d'installations industrielles sur le site, aujourd'hui inactives, nous proposons, dans une approche patrimoniale, une analyse des éléments patrimoniaux tant du côté artisanal qu'industriel, puis nous avons fait une proposition de valorisation de patrimoine à travers la création d’un Centre d'Interprétation du Lait à Ngaoundéré; - Abstract: This work explores the mechanisms of milk production and processing through the study of the Pilot Dairy Project (PLP), examines the extent to which they contribute to local development in the Adamaoua region, and proposes ways to promote its heritage. Specifically, it analyses the process of industrialisation of the dairy sector in Adamaoua in the 1990s, influenced by the implementation of Structural Adjustment Programmes (SAPs). It also examines the possibilities for local development through activities carried out in this sector despite the closure of this company in 2002. This is why we have reviewed its impact in various areas, as the PLP not only succeeded in transforming the region's dairy landscape, but also led to the creation of hundreds of milk producer cooperatives in the region. In view of what has been achieved in terms of buildings and industrial facilities, which are now inactive, we propose, from a heritage perspective, an analysis of the heritage elements on both the artisanal and industrial sides, and we have made a proposal to promote this heritage through the creation of a Milk Interpretation Centre in Ngaoundéré.
