O papel do Ministério da Ciência e Tecnologia na coordenação da política de investigação científica e tecnológica em Angola

Abstract

Neste trabalho de investigação foi analisado o papel do Ministério da Ciência e Tecnologia como orgão de coordenação da política de desenvolvimento científico, tecnológico e inovação do país e para contextualizar esta temática, procedemos a descrição histórica sobre a origem e os diferentes estádios de investigação científica em Angola até a criação de um departamento governamental encarregue de traçar e promover políticas de investigação, desenvolvimento científico e inovação. Após esta reflexão, desenvolvemos uma investigação empírica com a finalidade de explicar como os principais agentes e actores de execução das referidas políticas percebem esse papel. Para tal, recorremos a duas unidades orgânicas de carácter científico e tecnológico que sendo dependentes de fundos de Estado para o seu funcionamento e tutelados pelo mesmo Ministério poderiam reproduzir e interpretar fielmente as atribuições e os objectivos definidos pelos serviços centrais do Ministério da Ciência e Tecnólogia. Na parte final foi construido um quadro de representações de diferentes actores pertecentes aos dois centros que permitiu analisar fundamentalmente o papel e as percepções que os mesmos têm em relação ao Ministério; ### Abstract: THE ROLE OF THE MINISTRY OF SCIENCE AND TECHNOLOGY POLICY IN THE COORDINATION OF SCIENTIFIC AND TECHNOLOGICAL RESEARCH IN ANGOLA In this work of research was analyzed the role of the Ministry of Science and Technology as a body of policy coordination of scientific, technological development and innovation in the country and to contextualize this theme, we have held the historical description on the origin and the different stages of scientific research in Angola until the creation of a government department responsible for elaborating and promoting policies for research, scientific development and innovation. After this reflection, we conducted an empirical research with the purpose of explaining how the main stakeholders and actors for the implementation of those policies understand this role. For this end, we used the two organic units of scientific and technological character that being dependent on funds from State for its operation and supervision through the Ministry could reproduce and interpret faithfully the tasks and objectives defined by the central services of the Ministry of Science and Technology In the final part, a framework of representation of different actors belonging to the two centres was built. This has allowed us to analyse fundamentally the role and the perception that they have in relation to the Ministry.
