Autonomia universitária: contributo para o enquadramento histórico, político e legislativo

Abstract

A universidade é das poucas instituições europeias que quase se mantêm inalteradas desde os primórdios da idade média. A sua história quase se confunde com a do Estado, tal a intimidade destas organizações, na questão do poder, na interdependência e na gestão de interesses recíprocos. O grau de autonomia de que a universidade goza, é o fiel que serve de indicador do grau de democraticidade do próprio Estado, representando a luta corporativa da comunidade académica pela sua autonomia, na organização da liberdade de aprender e de ensinar e no modo de consubstanciar a missão da universidade. É no enquadramento histórico, político e legislativo que nos propomos fazer a abordagem á autonomia universitária, conferindo maior profundidade ao período de 1974 a 1999. *** Abstract - The University is one of the few European institutions that remains' unchanged since the beginning of the middle age let’s history almost confounds itself with the one of the State, such are the familiarities of these organizations, in the quest of power, interdependency and the fulfilment of mutual goals. The degree of autonomy that the university enjoys is a true indication of the level) of democracy of the State, representing the struggle of the academic community for its own autonomy, in organizing the freedom to learning and teaching in the way of consubstantiating the mission of the university it t is in the historical, political and legislative frame that we propose the approach to university autonomy, focusing especially in the period between 1974 and 1999.
