As bibliotecas militares portuguesas: da coexistência à cooperação

Abstract

O cumprimento da missão das Forças Armadas exige a sua actuação articulada o que pressupõe a existência de cooperação ao nível das várias unidades que constituem cada ramo, nas quais se incluem as bibliotecas militares. Investigar em que medida e de que forma a cooperação se desenvolve entre as bibliotecas do sistema de forças nacional, identificando os factores que a facilitam ou a dificultam e apresentar um modelo de cooperação para o Sistema de Bibliotecas Militares Portuguesas constitui o principal objectivo desta dissertação. Perante o problema a investigar verificou-se que o estudo de caso seria a estratégia mais adequada. Os métodos de pesquisa utilizados foram a análise documental, o inquérito por questionário, o inquérito por entrevista e a observação. A organização militar, enquanto sistema, tem características sui generis que influenciam o funcionamento das bibliotecas inseridas em cada um dos subsistemas representados por cada um dos ramos das Forças Armadas, bem como os comportamentos e atitudes dos responsáveis e funcionários das bibliotecas. A análise detalhada do Sistema de Bibliotecas Militares Portuguesas revelou um sistema disfuncional, em que a relação entre as várias bibliotecas, dentro de cada ramo, e entre os diversos ramos se reduz à mera coexistência. Assim, apresenta-se um modelo de cooperação para as bibliotecas militares, que se entende deverem ser consideradas como parte integrante do subsistema de informação da organização militar.***/Abstract - The fulfilment of the mission of the Armed Forces requires a concerted action, and this presupposes the existence of cooperation among the several units that make up each branch where the military libraries are included. The main objective of this dissertation is to investigate to what extent and how cooperation takes place among the libraries of the national Armed Forces, by identifying the factors that encourage or hinder cooperation, and presenting a cooperation model for the Portuguese Military Libraries System. The case study was considered the most appropriate strategy to investigate the problem at stake. The research methods used were document analysis, the survey, the interview and observation. The military organization, if regarded as a system, has specific characteristics that influence the working of the libraries that are part of each of the subsystems represented by each of the branches of the Armed Forces, as well as the behavior and attitudes of the library heads and staff. The indepth analysis of the Portuguese Military Libraries System revealed a dysfunctional system, where the relationship among the several libraries within each branch and across the several branches is reduced to a mere coexistence. Therefore, a cooperation model for the military libraries is proposed, based on the understanding that these libraries shall be considered as part of the information subsystem of the military organization.
