Fiscalização de obras de manutenção e reabilitação. Funções e competências do diretor de fiscalização

Abstract

O presente estudo surge no contexto das funções e competências do diretor de fiscalização, no ambiente de obras de manutenção e reabilitação, com o intuito de apurar as especificidades existentes neste tipo de obras. O estado atual da construção permite antever que, as intervenções de manutenção e reabilitação sobre o parque edificado venham a ganhar uma maior relevância nos próximos anos. Assim sendo, interessa entender de que forma a atividade de fiscalização de obras se deverá ajustar a esta realidade. Neste contexto e após um estudo bibliográfico, realizou-se um estudo inovador que consistiu em averiguar, na legislação, na bibliografia e através de um inquérito de opinião, as diferenças ao nível das funções e competências do diretor de fiscalização entre as obras novas, reabilitação e intervenções de manutenção. De modo a testar os resultados e as conclusões obtidas no inquérito, procedeu-se ao acompanhamento de uma intervenção de manutenção e reabilitação; ABSTRACT: This study appears in the oversight director’s functions and powers context regarding maintenance and rehabilitation works, in order to ascertain the existing specifics in this type of work. The current state of construction allows foreseeing that maintenance and rehabilitation interventions to the built heritage park will gain greater importance in coming years. Therefore, it’s required to understand how the activity of inspecting works should be adjusted to this reality. In this context and after a bibliographical study, a groundbreaking study was held that consisted in ascertain in law, in literature and through an opinion survey, the differences in the oversight director’s functions and powers between new constructions, rehabilitation and maintenance interventions. In order to test the results and conclusions obtained in the survey, a accompaniment of a maintenance and rehabilitation intervention was conducted.
