A herança de Maastricht: das suas condicionantes às perspetivas de sustentabilidade da UEM a longo prazo

Abstract

ABSTRACT: This article aims to inquire about the conditioning reasons on the Maastricht Treaty on the EMU. Taking as a reference the warnings raised by economic theory at the time (in particular, the optimal currency areas referential, e.g. Mundell, McKinnon), we try to understand whether the policy choice made has been the most correct one. We raise the hypothesis on the existence of a political deficit on the European project development, caused by the Maastricht Treaty. The European Union enlargement and the Euro zone creation have been trying to correct it, mainly through the frustrated attempt to create an European Constitution and through the limited scope of the Lisbon Treaty. On this basis we then try to establish the future challenges of the European construction and the sovereign debt crisis, attempting to answer the following questions: Are the Euro crisis challenges rooted on the constraints of the Maastricht Treaty? Is the Euro crisis the result of inadequate governance and institutional framework? More than a critic to the project, we aim to point out some solutions, such as a broader regulatory financial supervision and the recovery of some elements from the fiscal federalism route./RESUMO: O artigo procura indagar sobre as razões dos condicionamentos do Tratado de Maastricht à UEM Europeia. Tendo como referência os alertas levantados pela teoria económica à data (em especial o referencial das zonas monetárias ótimas, e.g. Mundell, Mckinnon), tentamos perceber se a opção politica tomada terá sido a mais correta. Levantamos a hipótese de existir um défice político na construção do projeto europeu que o Tratado de Maastricht terá impulsionado e que o alargamento da União Europeia e a criação da zona Euro têm procurado suprir, designadamente através da tentativa frustrada de Constituição Europeia e o alcance limitado do Tratado de Lisboa. Com base neste quadro ensaiamos então elencar os desafios futuros da construção europeia e da crise soberana, procurando responder a estas questões: Será que os problemas que a UE veio a defrontar com a crise do euro têm raízes no figurino adotado pelo próprio Tratado de Maastricht? Terá sido a crise da UE o resultado de uma governança e de um desenho institucional desadequados? Em suma, mais do que criticar o projeto, procuraremos indiciar algumas soluções, como por exemplo o recurso a uma mais alargada supervisão regulatória financeira e a repescagem de elementos constituintes da via do federalismo fiscal.
