A política externa angolana no processo de reforma das forças armadas da Guiné-Bissau

Abstract

A Guiné-Bissau é um destino inevitável dos esforços angolanos no âmbito da sua politica externa e de investimentos. O presente trabalho tem por objectivo estudar as motivações da intervenção de Angola no processo de Reforma das Forças de Defesa e Segurança da Guiné- Bissau. Apresenta uma análise do sector, desvendando as raízes dos problemas que o assolam, escrutinando a situação actual, identificando os constrangimentos e as ameaças, antes de anunciar um conjunto de propostas concretas de solução. O ambiente de insegurança causado por vários episódios de guerras e sublevações armadas transformou-se num importante obstáculo para o desenvolvimento económico e social, desencorajando os investimentos desviando os poucos recursos do país para as despesas improdutivas, impedindo o desenvolvimento. Perante este cenário a construção de condições sólidas para uma segurança duradoura, torna-se uma premissa incontornável, e uma condição fundamental para repor a Guiné-Bissau ao rumo de desenvolvimento sustentável para a construção do bem-estar das populações; ### Abstract: The Angolan Foreign Policy Reform Process in the Armed Forces of Guinea-Bissau The Guinea-Bissau is an inevitable fate of Angolan efforts in its foreign policy and investments . The present work aims to study the motivations of the intervention of Angola in the process of reform of the Defence and Security of Guinea-Bissau. Presents an analysis of the sector , uncovering the roots of the problems that plague , scrutinizing the current situation , identifying the constraints and threats , before announcing a set of concrete proposals for solutions . The environment of insecurity caused by several episodes of wars and armed insurgency has become a major obstacle to economic and social development , discouraging investments diverting the limited resources of the country to unproductive spending , hindering development . Against this background building solid conditions for lasting security becomes an inescapable premise , and a key to reset the Guinea-Bissau to the path of sustainable development to build the well- being of populations condition.
