A norma ISO/IEC 17025 nos laboratórios portugueses: motivações, benefícios, barreiras e obstáculos à sua implementação

Abstract

A acreditação de um laboratório, segundo a ISO/IEC 17025, é garantia de ter um serviço mais eficiente e preciso, e permite um reconhecimento perante o rigoroso mercado nacional e internacional. O presente trabalho pretende analisar de forma simples e clara a norma ISO/IEC 17025, identificar as principais motivações, benefícios, barreiras e obstáculos à sua implementação, analisando casos reais da sua implementação. O estudo foi desenvolvido em duas partes: a primeira junto do Laboratório da Lógica, E.M., S.A., através de uma entrevista ao Responsável da Qualidade e de um inquérito por questionário aos 12 colaboradores; a segunda junto de 10 laboratórios portugueses acreditados pela ISO/IEC 17025, através do mesmo inquérito por questionário, ao qual se obteve um total de 73 respostas. Verifica-se que as principais motivações e benefícios, que levam os laboratórios portugueses à implementação da norma ISO/IEC 17025, são essencialmente externos, nomeadamente: requisito para competir no setor; melhoria de imagem da organização; e aumento da confiança e satisfação dos clientes. As principais barreiras e obstáculos identificadas foram: processo de aprovação e controle de documentos; implementação de procedimentos definidos; elevado custo de preparação/implementação; escassos conhecimentos iniciais dos normativos; processo de gestão da qualidade e documentação complexa; e falta de conhecimento específico dos auditores em relação ao setor; The ISO / IEC 17025 Standard in Portuguese Laboratories: Motivations, Benefits, Barriers and Obstacles to its implementation Abstract: The Accreditation of a laboratory, according to the ISO/IEC 17025 standard, guarantees a most efficient and accurate service, and allows recognition by the strict national and international market. The present paper intends to analyze in a simple and clear way the ISO/IEC 17025 standard as well as to identify the main motivations, benefits, barriers and obstacles to its implementation, through the analysis of real implementation cases. This paper resulted on a case study developed in two phases: the first, was through the analysis of an interview made with the Quality Manager of Lógica E.M.S.A. laboratory and through a questionnaire inquiry made to the twelve other collaborators; the second was the analysis of the same questionnaire survey sent to 10 Portuguese laboratories accredited by the ISO/IEC 17025 standard, to which a total of 73 answers were obtained. The survey revealed that the main motivations and benefits, which lead the Portuguese laboratories to the implementation of the ISO/IEC 17025 standard, are mainly external, more specifically: a requirement to compete in the sector; an improvement of the company´s image; and an increase of the customers´ confidence and satisfaction. The main barriers and obstacles identified were: the process of approval and control of documents; the implementation of defined procedures; the high preparation/implementation cost; scarce initial knowledge of the standards; quality management process and documentation complexes; lack of specific knowledge from the auditors towards the sector.
