Gestão pela qualidade total e objetivos de desenvolvimento sustentável nas instituições de ensino superior portuguesas: contributo do programa Erasmus+ no âmbito do International Credit Mobility

Abstract

A Gestão pela Qualidade Total ou Total Quality Management (TQM) e a Sustentabilidade, baseada nos Objetivos de Desenvolvimento Sustentável (ODS), são, atualmente, dimensões relevantes para a competitividade das Instituições de Ensino Superior. Adicionalmente, o Programa Erasmus+ contribui para essa competitividade, através das mobilidades no âmbito do International Credit Mobility (ICM). Com este trabalho de investigação científica pretende-se avaliar a importância dos Fatores Críticos de Sucesso da TQM e da Sustentabilidade e o contributo para os Objetivos de Desenvolvimento Sustentável do Programa Erasmus+ e do ICM, no contexto das Instituições de Ensino Superior Portuguesas. A opção metodológica foi essencialmente qualitativa, por meio de fontes documentais (secundárias), que incidiram sobre os Fatores Críticos de Sucesso da TQM e da Sustentabilidade, o Programa Erasmus+ e o ICM, o Times Higher Education Impact Ranking e a Internacionalização das Instituições de Ensino Superior. Posteriormente, optou-se por uma componente de tratamento de dados quantitativos, aplicada aos inquéritos por questionário, realizados pela Comissão Europeia. Os resultados obtidos corroboram que o contributo do Programa Erasmus+, no âmbito do ICM, para as Instituições de Ensino Superior promove o (re)pensar dos processos de internacionalização, na perspetiva do Desenvolvimento Sustentável, através dos Fatores Críticos de Sucesso da TQM e da Sustentabilidade e dos 17 ODS. Para tal, propôs-se o modelo SuiT4ES, que integra essas dimensões, para a realidade portuguesa. Igualmente, se evidenciou que a mobilidade internacional no Ensino Superior, por meio do ICM, é uma dimensão-chave nos sistemas de Ensino Superior e nas redes de desenvolvimento e investigação, como fator contributivo para a competitividade e sustentabilidade das Instituições de Ensino Superior; - Abstract: Total Quality Management and Sustainable Development Goals in Portuguese Higher Education Institutions: Contribution of the Erasmus+ Programme within the International Credit Mobility Total Quality Management (TQM) and Sustainability, based on the Sustainable Development Goals (SDGs), are currently relevant dimensions for the competitiveness of Higher Education Institutions. Additionally, the Erasmus+ Programme contributes to this competitiveness, through mobilities under the International Credit Mobility (ICM). This scientific research work aims to evaluate the importance of the Critical Success Factors of TQM and Sustainability and the contribution to the Sustainable Development Goals of the Erasmus+ Programme and the ICM, in the context of Portuguese Higher Education Institutions. The methodological option was essentially qualitative, through documentary (secondary) sources, which focused on the Critical Success Factors of TQM and Sustainability, the Erasmus+ Programme and the ICM, the Times Higher Education Impact Ranking and the Internationalisation of Higher Education Institutions. Subsequently, it was decided to apply a quantitative data treatment component to the questionnaire surveys carried out by the European Commission. The results obtained corroborate that the contribution of the Erasmus+ Programme, within the scope of the ICM, for Higher Education Institutions promotes the (re)thinking of internationalisation processes, in the perspective of Sustainable Development, through the Critical Success Factors of TQM and Sustainability and the 17 SDGs. To this end, the SuiT4ES model, which integrates these dimensions, was proposed for the Portuguese reality. Likewise, it was evidenced that international mobility in Higher Education, through the ICM, is a key dimension in Higher Education systems and in the development and research networks, as a contributing factor to the competitiveness and sustainability of Higher Education Institutions.
