Timor-Leste: políticas públicas para o desenvolvimento do setor turístico

Abstract

Esta dissertação visa analisar o turismo e as políticas públicas de turismo enquanto fatores de desenvolvimento da jovem nação timorense. Seguindo uma metodologia de estudo de caso, pretende-se compreender de que modo as políticas públicas estão a estruturar o desenvolvimento sustentável do turismo deste país asiático, tomando o turismo como fator central, no contexto do potencial natural e cultural deste país. A análise terá por base a recolha de testemunhos de autoridades timorenses, empresários em atividade, potenciais investidores e outros especialistas em turismo, bem como um estudo dos instrumentos de políticas públicas de turismo vigentes em Timor Leste. O presente estudo debruçase essencialmente sobre a atividade turística e de lazer no espaço litoral de Timor- Leste e na capacidade de atração balnear deste território, avaliando as suas infraestruturas, equipamentos e acessibilidade. Será analisada também a política pública planeada pelos governantes da República de Timor-Leste no quadro das atividades turísticas e de lazer, bem como todos os outros fatores interligados para potencializar o litoral no contexto do turismo costeiro; Public policy for tourism development in East Timor Abstract: This master dissertation is about the tourism potential and the development of tourism related policies in the young nation of East Timor. Following a methodology of case study, it is intended to understand how public policy is structuring the sustainable development of this Asian country, taking tourism as a key factor, in the context of the natural and cultural potential of this country. The analysis will be based on interviews and the collection of data from East Timorese authorities, business leaders, potential investors and other tourism experts, as well as a study of the public policy instruments on tourism in East Timor. The present study will focuses on the essentially of tourism and leisure activities in the coast of Timor-Leste and the potential of beach attraction in this territory, evaluating its infrastructures, equipment and accessibility. It will also analyze the public policy planned by the government of the Republic of Timor- Leste within the framework of tourism and leisure activities, as well as all other inter-connected factors to enhance the coastline in the context of beach tourism.
